Volunteering Benefits You and Your Community

HICAP Services of Northern California welcomes volunteers dedicated to making a difference in their communities.

HICAP Medicare counselors receive extensive initial and ongoing training and are registered with the California Department of Aging.

Volunteer counselors help Medicare beneficiaries understand Medicare Supplement (Medigap) policies, Medicare Advantage and prescription drug plans, coverage choices, and Medicare rights.

Counseling takes place at community locations, by telephone, and through online appointments. HICAP staff provide ongoing guidance and support.

How to Become a Registered Counselor

01

Complete Initial Training

Complete 24 hours of basic training covering Medicare benefits, coverage options, assistance programs, appeals, grievances, and other common Medicare issues.

02

Receive Mentoring

Complete 20 hours of mentoring alongside experienced HICAP staff and registered counselors to prepare for one-on-one counseling.

03

Become Registered

After completing training and mentoring, volunteers are registered and authorized by the California Department of Aging and assigned to community counseling locations.

Maintaining Your Registration

Volunteer counselors are asked to commit approximately 10 hours per month, including counseling and continuing education.

HICAP requires 12 hours of continuing education annually. Technical training sessions and approved webinars help counselors maintain their registration and stay informed about Medicare changes.
